
The Massachusetts legislature is considering a consequential public-outdoor-lighting proposal, similar to some other recent state laws. Massachusetts House Bill H.3494 and its Senate successor, S.3145, would tie state and municipal funding for new permanent outdoor lighting to tighter controls on spectral content, uplight, illuminance and system design, reshaping the specification conversation for roadway, parking, area and building-mounted luminaires.
Originally introduced as H.3494, “An Act to improve outdoor lighting, conserve energy, and increase dark-sky visibility,” the proposal was referred to the Joint Committee on Telecommunications, Utilities and Energy in February 2025. The Senate Ways and Means Committee reported a new draft, S.3145, in June 2026; the Senate read the measure a third time and adopted two amendments on July 1, later reprinting it as S.3162. That trajectory makes the legislation a live issue for manufacturers, agencies, utilities, contractors and lighting specifiers selling into the Commonwealth.
Core Technical Requirements
The legislative framework would generally prohibit state or municipal funds from being used for new permanent outdoor fixtures that fail several core performance conditions.
Most prominently, the proposal establishes a 3,000K CCT maximum for outdoor installations. Exceptions are contemplated for demonstrated public-safety needs, decorative façade or landscape applications, and athletic-field lighting. For product managers, that signals an important market preference toward 2700 K and 3000 K outdoor LED portfolios rather than the 4000 K and 5000 K products that still appear in many legacy municipal replacement programs.
The bill would also require most roadway, parking-lot and building-mounted luminaires to achieve a U0 uplight classification—meaning no light emitted above the horizontal plane—subject to defined exceptions such as ornamental fixtures, tunnels and underpasses. The practical impact is clear: fixture optics, aiming, pole geometry and mounting details would all receive greater scrutiny, not merely catalog efficacy and initial cost.
Maintained illuminance would be limited to levels needed for the application, with the Massachusetts Department of Energy Resources expected to consider IES and other industry standards. Local governments could adopt more restrictive requirements. That structure could accelerate a shift from “one-for-one replacement” to needs-based photometric design, including adaptive controls and lower-wattage luminaires where roadway and site conditions support them.
Implications for the Supply Chain
For outdoor-lighting suppliers, the opportunity is not simply to offer warmer CCTs and zero-uplight distributions. The emerging specification package favors manufacturers that can document photometric performance, glare control, dimming capability, controls compatibility and high efficacy.
One notable provision would direct the Department of Public Utilities to create an unmetered rate for roadway and parking luminaires under 25 W. If implemented effectively, that could improve the business case for highly efficient LED products in pedestrian paths, low-traffic streets and small-area applications, where traditional utility tariff structures may not reward very-low-wattage designs.
The bill is not a blanket retrofit mandate. Existing fixtures that are damaged, destroyed, inoperative or undergoing ordinary maintenance could generally be replaced without triggering the full set of new-installation requirements. That distinction reduces immediate disruption but creates a clear compliance pathway for publicly funded new construction and expansion projects.
A National Signal
The Massachusetts proposal combines energy conservation, light-pollution reduction and public-infrastructure procurement in a single policy package. The Senate approved S.3145 unanimously, 39–0, while related House language advanced through a broader economic bond measure; the final outcome still depends on legislative reconciliation.
For the lighting industry, the message is already visible: public outdoor specifications are moving beyond lumens per watt. CCT, uplight discipline, appropriate light levels and intelligent system design are becoming equally important criteria for winning municipal and state projects.
