Position Description:
Seattle City Light seeks a Manager (Manager 3, Utilities – BU) to lead the Planning, and Evaluation group within the Conservation Resources Division (CRD). City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities based on number of customers served. We are proud to say that we have been greenhouse gas neutral since 2006.

Seattle City Light strongly supports energy conservation, considering this to be its primary method for providing energy resources. The Conservation Resources Division develops and delivers energy conservation programs and services to the entire range of customers served by the utility in Seattle and surrounding communities.

The Planning and Evaluation Manager will guide a team of professional staff responsible for assessing the utility’s conservation resources, planning, identifying technologies, implementing measurements, and verification procedures, providing centralized conservation contract, rebate and payment processing, and evaluating conservation program impacts, processes and outcomes. This manager is responsible for the division multi-year strategic planning process and the development of the strategic and tactical planning documents necessary to implement the multi-year plan.

This position will be fully engaged in the leadership of a number other major division wide initiatives, establishment of an independent measurement and verification program, revitalization of the program evaluation team, and the design and developments of a new database that will integrate the functions currently performed by multiply programs and manage the information generated by numerous conservation programs. This position reports to the Conservation Resources Division Director and is a member of the division senior management team.

Job Responsibilities:
The Planning and Evaluation Manager will oversee City Light’s conservation planning, evaluation, measurement and verification, customer contract, rebate and payment processing programs, including the following responsibilities:
• Work with Division Director and CRD leadership to improve existing programs, develop new and innovative programs and delivery mechanisms, and identify and implement appropriate evaluation methods.
• Oversee the development of CRD’s planning and evaluation framework to support effective program implementation. Manage multiple short-term and long-term projects. Establish and refine processes for long-term strategic planning, annual planning, program evaluation, market research and contract/payment processing.
• Manage the multi-year strategic planning processes. Identify and work with external and internal stakeholders. Manage the creation and oversight of the various planning documents necessary to implement and update the division’s operational plans over times. Oversee preparation of conservation potential assessment, establishment of I-937 conservation targets, and participation in Department’s Integrated Resources Planning process.
• Supervise staff. Establish workload, set expectations and conduct performance reviews. Coach supervisors in their duties. Oversee and participate in hiring processes.
• Manage the section’s financial resources. Create and implement the section’s budget, allocate financial resources, contract for services, coordinate funding for incentive payments and rebates, including multi-year encumbrances.
• Oversee preparation of conservation potential assessment, establishment of I-937 conservation targets, participation in Department’s Integrated Resources Planning process, and preparation of CRD multi-year operational plan.
• Provide leadership to staff who provide contract, rebate and payment processing for conservation field operations programs. Oversee the tracking and reporting of budgets and kWh savings for all programs. Support collaboration of data collection and reporting needs throughout the division.
• Manage the creation and implementation of the division’s measurement and verification program. Manage staff as they plan, design and execute an independent measurement and verification program. Review and deliver position and policy papers designed to bolster the reliability of SCL conservation resources energy savings.
• Work collaboratively with SCL IT to identify best practices and emerging technologies designed to support the needs of the whole division. Lead the effort to design/identify and implement an integrated information tracking system to support centralized information gathering and reporting.
• Maintain collaborative relationships with other City Departments, regional utilities and organizations, public interest organizations, and governmental agencies. Work closely with SCL IT, Accounts Payable, Legal Department and Procurement Section. Represent City Light and CRD in various organizations and forums.
• Prepare and deliver reports and presentations. Attend meetings within the City and with outside groups.
• Perform other related duties of a comparable level/type as assigned.

Qualifications:
Education: Bachelor’s degree in Business or Public Administration, Economics, Civil, Electrical, Mechanical or Environmental Engineering; Environmental Science; Statistical Analysis; or related field.

Experience: Substantial professional experience managing the planning, research, or evaluation of energy efficiency or energy conservation programs, services, or related area. This experience is typically gained though five (5) or more years of relevant, progressively responsibility assignments, including at least three (3) years as a manager or supervisor in a large, complex multicultural and diverse organization. Prefer public sector work experience and licensure as a Professional Engineer or Certified Energy Manager.

Experience managing budgets and human resources including employee evaluation, assigning and monitoring work flow, and data management.
Certification/License: Washington State Driver’s License or equivalent mobility.

Background in data gathering and statistical analysis.

Ability to exercise good judgment in evaluation and decision making.

Experience securing and managing large professional services contracts.

Ability to develop and maintain positive working relationship with internal and external contacts.

Previous experience managing multiply projects simultaneously.

Experience creating and managing large, public budgets.

Experience providing oversight and guidance with technology projects.
