Good to hear from you, Mike. You may want to address your question to the authors of the article, but my understanding is this: Conventional lighting controls provide code compliance but typically do not go farther than what is minimally required. By not taking advantage of full opportunities available from advanced lighting control solutions, there is therefore an opportunity cost–money is left on the table.
